Murrieta issues its own pool permits. The exemption is narrow, and an inground pool does not fit it.
What Murrieta exempts, and what it does not
Murrieta Building and Safety, in bulletin IB-131, exempts only prefabricated pools that are under 24 inches deep, up to 5,000 gallons, and installed entirely above ground. An inground pool is not that pool. Plan on a Murrieta permit.
Permits go through the city's Building and Safety office and its CSS portal. That is a city process, not Temecula's and not Riverside County's.
Temecula, next door, requires a permit for pools, spas, and hot tubs under its own page. French Valley is unincorporated, so it uses the county, including the county barrier letter. If your address is not inside Murrieta, use the Temecula permit guide or the French Valley page.
A licensed pool builder should pull the Murrieta permit and build under their own license. Check the license, and the registration of the person who sells the contract, in the license guide.
