Building a pool on slopes and rock

Add-on ranges from one Temecula contractor page, and the questions to ask so a written price includes the lot you actually have.

What one Temecula contractor page reports

Premier Pools and Spas' Temecula page publishes these add-ons:

  • Rock is hit on 30% to 40% of jobs, from about $4,000.
  • Retaining walls: $4,000 to $15,000.
  • Premier prices the $5,000 to $10,000 heat source for a pool and spa combo, and attributes that to California's newer gas heater rules. It is not a price for every pool.

The same page says a pool alone starts around $60,000 and that the whole job takes 4 to 5 months. Those are that contractor's estimates for its jobs. They are not a city soils report, and this site is not saying your lot will hit rock.

Bogner Pools' 2026 Inland Empire guide does not itemize rock or retaining walls. Its base ranges are $60,000 to $80,000 for a straightforward custom pool, $80,000 to $120,000 mid-range with a spa, and $120,000 and up for resort-style work. See the cost guide for the full comparison.

What to ask the builder to put in writing

  1. Did someone look at this lot, or is the price a standard pool on a flat pad?
  2. If excavation hits rock, what is the extra, and who decides that it was hit?
  3. Is a retaining wall in the price, and for how many feet and how much height?
  4. Is the heat source in the price for a pool and spa combo? Premier prices that at $5,000 to $10,000 and attributes it to California's newer gas heater rules. Confirm it with the builder rather than treating this site as the code.
  5. Does the 4 to 5 month timeline, or anyone else's timeline, include the wall and the rock?

Permits do not change because the lot slopes

Temecula still requires a permit for pools, spas, and hot tubs. Murrieta still exempts only a small above-ground prefabricated pool. French Valley still uses the county barrier letter. Links are in the permit guide.
